In the on-going CRTC hearing regarding the buying of Astral Media by Bell, the Quebec English-Language Production Council testified that Bell must be forced to spend at least 10 per cent of independent English-language production in Quebec based on current network audiences. Radio-Canada's Dimanche Magazine does a piece on Anglos that are bilingual and well-integrated into Quebec. ELAN's Executive Director Guy Rodgers was interviewed in this show that presented ELAN as an arts organization that helps shape a civil and constructive dialogue.

The idea of a vibrant bilingual and/or anglophone culture "Made au Québec" is making its way out there! Alain Dubuc argues persuasively that, beyond a diversity of cultures that all big cities have, Montreal distinguishes itself through its bilingualism. It is this bilingualism which can cause tensions - but also fuel unprecedented creativity and collaborations.
