{"id":39584,"date":"2021-09-14T15:00:26","date_gmt":"2021-09-14T15:00:26","guid":{"rendered":"https:\/\/www.quebec-elan.org\/?p=39584"},"modified":"2021-09-14T16:11:49","modified_gmt":"2021-09-14T16:11:49","slug":"bill-96","status":"publish","type":"post","link":"https:\/\/www.quebec-elan.org\/en\/bill-96\/","title":{"rendered":"Bill 96"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p style=\"text-align: right;\"><strong>PRESS RELEASE<\/strong><\/p>\n<p style=\"text-align: right;\">FOR IMMEDIATE RELEASE<\/p>\n<p style=\"text-align: center;\"><strong>Bill 96: Excluding English Quebecers<\/strong><strong>\u00a0ignores their solidarity for French, arts and culture groups say<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>MONTREAL<\/strong> \u2013 Three English-language arts and culture groups urged the Quebec government to abandon \u201cexclusion\u201d of Quebec\u2019s one million English-speaking citizens in Bill 96, its proposed legislation that would toughen rules requiring exclusive use of French in a wide range of businesses and institutions.<\/p>\n<p>In a brief presented to the Quebec Community Groups Network (QCGN) today, representatives of the Quebec Writers\u2019 Federation (QWF), the English-Language Arts Network (ELAN) and the Quebec Drama Federation (QDF) said they are \u201cdeeply troubled by the character, spirit and content of Bill 96, and the negative impact it threatens to have on Quebec\u2019s English-language arts community.\u201d Together, these groups represent over a thousand artists.<\/p>\n<p>They pointed to the bill\u2019s preamble, which says French is Quebec\u2019s only official language, noting that this ignores at least nine percent of the province\u2019s population who are English-speaking. The groups also demanded that the government renounce its use of the Canadian constitution\u2019s Notwithstanding Clause to shield the bill from court challenges.<\/p>\n<p>Citing statistical data showing that 70 percent of English-speaking Quebecers have learned French, they said the claim that French is \u201cin decline\u201d in Quebec is unsupported by evidence. Their brief also noted that English-speaking Quebecers launched Canada\u2019s first-ever French immersion programs, through which millions of Canadians have learned French.<\/p>\n<p>\u201c<em>We are allies of the French language, and of French-language arts and culture in Quebec,<\/em>\u201d said Julie Barlow, QWF president, in presenting the brief. \u201c<em>It is not necessary to deny our existence to protect and promote French.<\/em>\u201d<\/p>\n<p>Guy Rodgers, executive director of ELAN, said all three groups are worried that Bill 96\u2019s preamble claim that \u201cQuebec is a nation whose only language is French\u201d could negatively impact English-speaking artists\u2019 access to public funding.
