Le English-Language Arts Network (ELAN), la Quebec Writers\u2019 Federation (QWF), la Qu\u00e9bec Drama Federation (QDF) et l\u2019Association des \u00e9diteurs de langue anglaise du Qu\u00e9bec (AELAQ) souhaitent contester les conclusions d\u2019un r\u00e9cent rapport publi\u00e9 par le d\u00e9put\u00e9 du Bloc Qu\u00e9b\u00e9cois, Mario Beaulieu. Ce rapport exprime des pr\u00e9occupations quant \u00e0 l\u2019allocation de fonds f\u00e9d\u00e9raux pour soutenir la vitalit\u00e9 de notre communaut\u00e9 linguistique minoritaire, insinuant qu\u2019ils contribuent \u00e0 l\u2019anglicisation du Qu\u00e9bec. L\u2019all\u00e9gation selon laquelle ces fonds sont utilis\u00e9s \u00e0 des fins autres que le soutien d\u00e9clar\u00e9 d\u2019une communaut\u00e9 de langue officielle reconnue par le gouvernement f\u00e9d\u00e9ral, est d\u00e9nu\u00e9e de fondement et n\u2019est pas \u00e9tay\u00e9e de mani\u00e8re ad\u00e9quate par les conclusions du rapport.<\/p>\n\n\n\n

ELAN et ses organisations affili\u00e9es, QWF, QDF et AELAQ, sont des organismes \u00e0 but non lucratif \u0153uvrant \u00e0 mettre en relation, soutenir et cr\u00e9er des opportunit\u00e9s pour les artistes et les travailleurs culturels d\u2019expression anglaise de toutes les r\u00e9gions du Qu\u00e9bec. Nous unissons nos comp\u00e9tences et nos ressources pour favoriser le d\u00e9veloppement professionnel et pour partager les sources de financement, les perspectives d\u2019emploi et les appels \u00e0 la participation dans le domaine artistique. Nous d\u00e9fendons les int\u00e9r\u00eats de nos membres tout en partageant une cause commune avec la communaut\u00e9 artistique francophone.<\/p>\n\n\n\n

Nous souhaitons souligner la l\u00e9gitimit\u00e9 du soutien financier f\u00e9d\u00e9ral \u00e0 la communaut\u00e9 d\u2019expression anglaise du Qu\u00e9bec, reconnue comme une communaut\u00e9 de langue officielle en situation minoritaire (CLOSM). Ce financement joue un r\u00f4le essentiel en permettant aux divers organismes communautaires de mener \u00e0 bien leurs missions cruciales. Il contribue de mani\u00e8re significative au travail indispensable accompli par ces organismes au service de la communaut\u00e9. Nous tenons \u00e9galement \u00e0 mettre en lumi\u00e8re son impact sp\u00e9cifique sur la vitalit\u00e9 continue de la sc\u00e8ne artistique et culturelle d\u2019expression anglaise du Qu\u00e9bec, confront\u00e9e \u00e0 des d\u00e9fis distincts par rapport au secteur francophone de la province.<\/p>\n\n\n\n

Selon une analyse des donn\u00e9es du dernier recensement<\/a> r\u00e9alis\u00e9e par Hill Strat\u00e9gies en 2023, on recense 13\u2009800 artistes d\u2019expression anglaise au Qu\u00e9bec, repr\u00e9sentant 32 pour cent de l\u2019ensemble des artistes de la province. Le Qu\u00e9bec et le Nouveau-Brunswick se distinguent en tant que seules provinces affichant une proportion aussi significative d\u2019artistes de langue minoritaire dans leur secteur artistique respectif. Malgr\u00e9 leur pr\u00e9sence substantielle dans le secteur, le revenu m\u00e9dian d\u2019emploi des artistes d\u2019expression anglaise est inf\u00e9rieur de 21 pour cent \u00e0 celui de leurs homologues francophones au Qu\u00e9bec, tandis que leur revenu personnel m\u00e9dian de toutes les sources, est inf\u00e9rieur de 17 pour cent.<\/p>\n\n\n\n

De plus, il est pertinent de noter que le revenu personnel m\u00e9dian des artistes d\u2019expression anglaise au Qu\u00e9bec, \u00e9tabli \u00e0 31\u2009000 $, est comparable \u00e0 celui des artistes francophones du reste du Canada, s\u2019\u00e9levant \u00e0 30\u2009400 $.<\/p>\n\n\n\n

Ces donn\u00e9es offrent une perspective sur le secteur des arts et de la culture, mais elles confirment \u00e9galement des statistiques plus larges document\u00e9es ailleurs <\/a>: bien que les Qu\u00e9b\u00e9coises et Qu\u00e9b\u00e9cois d\u2019expression anglaise repr\u00e9sentent 14,9 % de la population du Qu\u00e9bec, ils constituent 23 % de tous les Qu\u00e9b\u00e9cois vivant en situation de pauvret\u00e9 et font face \u00e0 un taux de ch\u00f4mage nettement plus \u00e9lev\u00e9.<\/p>\n\n\n\n

En r\u00e9sum\u00e9, ces donn\u00e9es contredisent directement les affirmations g\u00e9n\u00e9rales du rapport selon lesquelles nous serions une \u00ab\u2009fausse minorit\u00e9\u2009\u00bb et qu\u2019il existerait une \u00ab\u2009asym\u00e9trie\u2009\u00bb par rapport aux d\u00e9fis rencontr\u00e9s par les communaut\u00e9s francophones \u00e0 l\u2019ext\u00e9rieur du Qu\u00e9bec.<\/p>\n\n\n\n

La communaut\u00e9 artistique d\u2019expression anglaise, loin d\u2019\u00eatre une force d\u2019anglicisation, est solidement enracin\u00e9e dans la soci\u00e9t\u00e9 qu\u00e9b\u00e9coise et contribue avec fiert\u00e9 \u00e0 la diversit\u00e9 et \u00e0 la vitalit\u00e9 de la culture qu\u00e9b\u00e9coise, que ce soit chez nous, dans le reste du Canada ou \u00e0 l\u2019\u00e9chelle internationale. Le succ\u00e8s mondial de nombreux artistes d\u2019expression anglaise ouvre de nouvelles opportunit\u00e9s pour les cr\u00e9ateurs des deux communaut\u00e9s linguistiques, renfor\u00e7ant ainsi la r\u00e9putation du Qu\u00e9bec en tant que soci\u00e9t\u00e9 qui accorde une grande importance aux arts.<\/p>\n\n\n\n

Les subventions f\u00e9d\u00e9rales allou\u00e9es \u00e0 des organismes tels qu\u2019ELAN et ses organisations affili\u00e9es soutiennent cette contribution en fournissant des services essentiels \u00e0 la communaut\u00e9 artistique et culturelle d\u2019expression anglaise, qui est confront\u00e9e \u00e0 des niveaux significatifs de pr\u00e9carit\u00e9, tout en continuant \u00e0 produire des \u0153uvres de haute qualit\u00e9. Cela permet aux Qu\u00e9b\u00e9coises et Qu\u00e9b\u00e9cois d\u2019expression anglaise de tous horizons de partager leur propre r\u00e9cit et d\u2019apporter une contribution essentielle \u00e0 la vitalit\u00e9 de leurs communaut\u00e9s, ainsi qu\u2019\u00e0 la diversit\u00e9 de la soci\u00e9t\u00e9 qu\u00e9b\u00e9coise dans son ensemble.<\/p>\n\n\n\n

ELAN, QWF, QDF et AELAQ ont toujours d\u00e9fendu la protection de la langue fran\u00e7aise au Qu\u00e9bec et ont cherch\u00e9 \u00e0 collaborer avec la communaut\u00e9 artistique francophone pour atteindre nos nombreux objectifs communs dans le secteur, dans la mesure du possible. \u00c0 cette fin, nous appuyons la collaboration et l’\u00e9change continus entre les artistes d’expression anglaise et les artistes francophones dans des cr\u00e9ations artistiques qui contribuent \u00e0 renforcer les liens entre nos communaut\u00e9s linguistiques. Nous apportons \u00e9galement notre soutien au travail, ainsi qu\u2019au financement f\u00e9d\u00e9ral, des organismes de langue fran\u00e7aise \u00e0 l\u2019ext\u00e9rieur du Qu\u00e9bec qui \u0153uvrent \u00e0 pr\u00e9server la culture et la vitalit\u00e9 de leurs communaut\u00e9s de langue officielle en situation minoritaire.<\/p>\n\n\n\n

Nous sommes fermement convaincus que l\u2019utilisation l\u00e9gitime des fonds f\u00e9d\u00e9raux destin\u00e9s aux communaut\u00e9s de langue officielle en situation minoritaire pour soutenir la communaut\u00e9 d\u2019expression anglaise, caract\u00e9ris\u00e9e par sa diversit\u00e9 et ses propres besoins et d\u00e9fis, n\u2019entame en aucune mani\u00e8re ces valeurs. Au contraire, cela permet aux Qu\u00e9b\u00e9coises et Qu\u00e9b\u00e9cois d\u2019expression anglaise de contribuer de mani\u00e8re accrue \u00e0 la richesse et \u00e0 la diversit\u00e9 du paysage culturel du Qu\u00e9bec et du Canada.<\/p>\n\n\n\n

The English-Language Arts Network (ELAN), the Quebec Writers\u2019 Federation (QWF), the Quebec Drama Federation (QDF) and the Association of English-language Publishers of Quebec (AELAQ) wish to refute the conclusions drawn in a recent report released by Bloc Qu\u00e9b\u00e9cois MP Mario Beaulieu. The report condemns the use of federal funds to support the vitality of our minority-language community, implying that they contribute to the anglicization of Quebec. The implication that these funds serve any purpose other than the stated goal of supporting a federally recognized Official Language Community is in bad faith and is insufficiently supported by the report\u2019s conclusions.<\/p>\n\n\n\n

ELAN and its sister organizations, QWF, QDF and AELAQ, are not-for-profit organizations that connect, support, and create opportunities for English-speaking artists and cultural workers from every region of Quebec. We share expertise and resources for career advancement, funding opportunities, employment opportunities, and calls for participation in the arts. We advocate for our members\u2019 interests and make common cause with the Francophone arts community.<\/p>\n\n\n\n

We affirm the legitimacy of federal support for the English-speaking community in Quebec, a recognized Official Language Minority Community (OLMC); this funding enables the important work carried out by its various community organizations. We also wish to stress its particular impact on the continued vitality of Quebec\u2019s English-language arts and culture community, which faces unique challenges compared to the province\u2019s Francophone sector.<\/p>\n\n\n\n

According to a Hill Strategies (2023)<\/a> analysis of the most recent census data, there are 13,800 English-speaking artists in Quebec, representing 32 percent of all artists in the province. Only Quebec and New Brunswick boast such a large proportion of minority-language artists within their arts sectors. Despite their significant representation in the field, the median employment income of English-speaking artists is 21 percent lower than that of their Francophone colleagues in Quebec, and their median personal income from all sources is 17 percent lower. Furthermore, the median personal income of English-speaking artists in Quebec ($31,000) is essentially on par with that of Francophone artists in the rest of Canada ($30,400).<\/p>\n\n\n\n

While this paints the picture for the arts and culture sector, it also affirms more general statistics documented elsewhere<\/a>: English speakers comprise 14.9 percent of the population of Qu\u00e9bec, but represent 23 percent of all Quebecers living in poverty, experiencing a significantly higher unemployment rate.<\/p>\n\n\n\n

Overall, the data directly contradicts the report\u2019s sweeping assertions that we are a \u201cfalse minority\u201d and that there is an \u201casymmetry\u201d with the challenges experienced by Francophone communities outside of Quebec.<\/p>\n\n\n\n

Far from a force for anglicization, the English-language arts community is deeply rooted within Quebec society and proudly contributes to the diversity and vitality of Quebec culture, whether at home, in the rest of Canada or on the international stage. Indeed, the international success of countless English-speaking artists creates new opportunities for artists from both linguistic communities and reinforces Quebec\u2019s reputation as a society where the arts are deeply valued.<\/p>\n\n\n\n

The federal support for organizations such as ELAN and its sister organizations supports this contribution by providing crucial services to the English-language arts and culture community, which is subject to significant levels of precarity yet which nevertheless continues to produce high-quality work. It allows English-speaking Quebecers from a wide range of backgrounds to tell their own stories and contribute to the vitality of their communities, and indeed the diversity of Quebec society as a whole.<\/p>\n\n\n\n

ELAN, QWF, QDF and AELAQ have always supported the protection of the French language in Quebec and have sought to collaborate with the Francophone arts community in pursuing our many common objectives for the sector whenever possible. To that end, we support the continued collaboration and exchange between English-speaking and Francophone artists in artistic creations that help to build bridges between our linguistic communities. So too do we champion the work \u2013 and federal funding — of French-language organizations outside of Quebec to preserve the culture and vitality of their Official Language Minority Communities. <\/p>\n\n\n\n

We firmly believe that the legitimate use of federal OLMC funds to support the English-speaking community \u2013 a diverse community with its own unique needs and challenges \u2013 in no way undermines these values.
