CRITERIA
This support is intended for professional performing arts and multidisciplinary arts organizations that present programming on a periodic basis as part of a local, regional or supra-regional festival or event. The organization, whether or not it manages a performance venue, must have an explicit mandate to present, either exclusively or non-exclusively if the presenter is also a producer. Hosting, programming, promotion, marketing, mediation and audience development activities are an integral part of its mandate.
Applicants must:
- Be a legally constituted not-for-profit corporation with its head office in Quebec, the majority of whose directors are Canadian citizens ordinarily resident in Quebec, or permanent residents within the meaning of section 2(1) of the Loi sur l’immigration et la protection des réfugiés qui résident habituellement au Québec
- Have been in existence for five years at the time of application
- Exception clause for organizations merged within the last five years: the new legal entity is eligible if the date of incorporation of one of the organizations making up the new entity is prior to 2019
- Have at least five years of professional achievements related to its mandate and have resumed or maintained its activities since February 28, 2022, the date on which attendance restrictions were lifted in the context of the COVID-19 pandemic in Quebec
- Correspond to the organization profile for which an application is being submitted
- Have a ratio of total net assets to total assets greater than or equal to -5% for financial statements ending in 2022 or 2023
- In the event that an organization does not meet this requirement, the Board will review its results for fiscal years ending in 2017, 2018 and 2019
- If the sum of these results (total revenues – total expenses) covers the amount of the deficit in total net assets shown in the most recent financial statements, the organization will be made eligible
- Be up to date in its reporting to the Board, for all programs combined
- An organization is deemed to be up to date in its reporting if all reports due have been approved by the Board. The date of submission of reports must allow 20 working days for analysis and approval by the Board
- Have “registered” status with the Registre des entreprises du Québec
- Have a by-law or policy relating to questions of ethics, integrity and professional conduct, particularly with regard to the management of conflicts of interest to which directors, officers and employees may be exposed
- Have a policy for preventing psychological harassment and handling complaints, in accordance with section 81.19 of the Act respecting labour standards and section 43 of the Act respecting the professional status of artists in the visual arts, film, recording, literature, performing arts and crafts
- For performing arts creation and production organizations, demonstrate compliance with agreements with professional artists’ associations when the organization is bound by such agreements
- Commit, during the 2024-2028 funding cycle, to:
- Register with the Creative Green platform and produce, with the collaboration and support of the Conseil québécois des événements écoresponsables (CQEER), detailed data on their carbon footprint
- Adopt a sustainable development action plan that includes an eco-responsible component.
In addition, the organization must meet the following conditions:
- Present a professional program of at least four works or productions and twelve performances
