DESCRIPTION

The evolving challenges posed by digital practices are forcing the industry to adapt and implement common strategies that encourage collaboration between cultural players and promote local cultural content. As a result, the adoption of new data processing practices is becoming a necessity for all cultural sectors.

The studies and work carried out as part of Quebec’s digital cultural plan and the “Stratégie commune franco-québécoise” sur la découvrabilité en ligne des contenus culturels francophones, those carried out by the “Observatoire de la culture et des communications du Québec”, as well as the report of the “Comité-conseil sur la découvrabilité des contenus culturels”, demonstrate the importance of data standardization, interoperability and the use of best practices in their exploitation and analysis. All of this will enable greater collaboration, better data sharing and, above all, improved discoverability of cultural content.

In this sense, the standardization of descriptive data, according to recognized standards, facilitates data entry and exchange in the workflow of the various sectors. In addition to facilitating these exchanges, this standardization also makes it easier for players in the field to comply with international standards, thus making cultural content more discoverable.

The Support Program for Data Standardization is a direct response to objective 2.1 of the Ministère de la Culture et des Communications’ 2023-2027 Strategic Plan: to encourage the adoption of cultural content description standards recognized by the sectors.

Recognizing the importance of data standardization and what it represents for the influence of Quebec cultural content in the digital environment, the Ministère offers, through this Program, support to cultural sectors so that they can adapt their data practices to promote discoverability and thus maximize the benefits.

CRITERIA

The Program is open to organizations constituted under one of the following legal forms:

  • Non-profit legal persons under Part 3 of the Companies Act (RLRQ, chapter C-38) or the Canada Not-for-profit Corporations Act (CA 2009, c. 23)
  • Cooperatives incorporated under the Cooperatives Act (RLRQ, chapter C-67.2) or the Canada Cooperatives Act (S.C. 1998, c. 1)
  • For-profit private companies incorporated under Quebec or Canadian law

To qualify, applicants must :

  • Work primarily in one or more fields covered by the Ministère, the Conseil des arts et des lettres du Québec (CALQ) or the Société de développement des entreprises culturelles (SODEC)
  • Have been legally incorporated for more than 12 months
  • Be headquartered in Quebec
  • Demonstrate, in the case of a for-profit private company, that a majority of the company’s effective control is held by Canadian citizens or permanent residents whose tax residence is in Quebec

  • Subcontracting costs and fees
  • Study and consulting fees
  • Staff training costs
  • Labor costs (including fringe benefits)
  • Administration costs, up to 5% of total eligible expenses
  • Contingency costs, up to 10% of total eligible expenses

  • Letters of commitment from partners confirming their participation (financial or in services), if applicable, and the value of their contribution
  • A presentation of the project team, including subcontractors, highlighting its experience and skills
  • A timetable setting out the main stages of the project over a maximum period of 12 months
  • A descriptive data management plan
  • Any supplier bids, if applicable
  • The resolution adopted by its competent authorities on the request for financial assistance
  • The duly signed Conditions d’octroi de l’aide financière
  • The most recent financial statements, approved and signed by the company’s directors
  • An up-to-date list of the company’s Board of Directors and of its controlled and related entities, if any.
    • In the case of a for-profit private company, a certificate from the secretary or president confirming: the names of the shareholders and details of their ownership (number of voting shares and percentage of voting rights), their citizenship and whether they are domiciled in Quebec

To be submitted for analysis, the application must be complete, comprehensible and based on accurate data. It is the applicant’s responsibility to correct any deficiencies within the timeframe granted by the Ministry.

During the project analysis phase, the applicant must provide the Ministère with any additional information and documents requested.

Land Acknowledgement

ELAN is an official minority language organization within a country that recognizes two languages as official. ELAN is located in Tiohtià:ke, the original name for Montreal in Kanien’kéha, the language of the Mohawk—also known as Mooniyang, which is the Anishinaabeg name given to the city by the Algonquin. While we are based in this city, our projects have also taken place in many regions across Quebec.

We acknowledge the colonial origin of English and French in Canada, and recognize that both languages benefit from official status throughout the land. The province that we know as Quebec is an amalgamation of the traditional territories of the Innu and Inuit nations, Algonquian nations, as well as the Mohawk nations of the Haudenosaunee Confederacy. Kanien’kéha and Anishinaabemowin are but two of the original languages of this province; Atikamekw, Cree, Inuktitut, and Innu-aimun are also among the many Indigenous languages spoken across Quebec as majority languages, all well before French and English.

ELAN acknowledges the important work being done by First Nations, Inuit and Métis peoples to revive the traditional languages of these territories, and their advocacy for the official status of Indigenous languages.
