Arts and Literature in the Capitale-Nationale region – Territorial partnership

DESCRIPTION

With a shared desire to support artistic creation and its dissemination in the community, the Charlevoix Regional County Municipality (RCM), the Charlevoix-Est RCM, the Île-d’Orléans RCM, the Côte-de-Beaupré RCM, the Jacques-Cartier RCM, the Portneuf RCM, the Conseil de la culture de la région de Québec and the Conseil des arts et des lettres du Québec (Conseil) have signed an agreement to support projects that formally involve partnership initiatives on the territory of the Capitale-Nationale RCMs. In particular, this agreement aims to implement the Support for Production, Dissemination, Promotion and Consolidation component.

Projects submitted must formally involve partnership initiatives with the community or local stakeholders, and must meet at least one of the following objectives:

  • Support creation, production, promotion or dissemination projects that encourage territorial, regional or interregional exchanges and networking
  • Support a consolidation project that strengthens the capacity for action of a structuring artistic or literary organization in its area
  • Develop and build audience loyalty to regional artistic works

CRITERIA

Applicants must :

  • Have its head office in an RCM or municipality covered by the program
  • Not submit more than one application to the same component of a regional program per registration
  • A mission-supported organization may not submit a new application in any program if its fiscal year has been completed for four months and the grant utilization report, including financial statements, has not been received and approved by the Board
  • Regardless of the program or component, no application may be submitted if a supported project has been completed for three months and the grant utilization report has not been received and approved. The official project completion date is determined by the applicant at the time the application is submitted. In the event of a change, CALQ must be notified immediately
  • Not concurrently have more than eight projects under analysis, supported, in progress or completed within the last three months, for which a report has not been submitted and approved
  • Not submit a project that has already been analyzed and rejected during the same fiscal year, unless it has been substantially modified

Eligible projects:

  • Project promoting the integration of emerging or culturally diverse artists or writers into the organization’s artistic or organizational activities
  • Project involving resource persons or activities aimed at improving the organization’s administrative structure, communication and promotional services, or developing new audiences
  • Dissemination project or one-time event involving the collaboration of community stakeholders or organizations
  • Circulation project to develop new audiences
  • Creation or dissemination project involving the use of cutting-edge resources and technologies

EXPENSES

  • Artists’ fees and rights
  • Professional fees for contractors, collaborators, consultants, technicians and any other specialists who may contribute occasional expertise to the project
  • Travel expenses
  • Accommodation costs (hotel and meals)
  • Expenses related to outreach and dissemination activities, including promotional and advertising costs
  • Equipment rental
  • Equipment transportation costs

The purchase of specialized equipment is eligible only if it is necessary for the project and cannot be rented, or if the purchase cost would be less than the rental cost. Supporting documentation must be provided.

Only costs incurred from the start of a project are considered eligible.

DOCUMENTS

  • Copy of letters patent and by-laws for a new applicant or if there have been changes
  • Applicant’s most recent financial statements, if not already filed with the Conseil
  • Balance sheet for the last year of activity
  • Detailed budget (the amount requested may not represent more than 80% of total project funding, and must include a financial or material contribution from a partner)
  • Detailed implementation schedule
  • Written confirmation from the partner, identifying the nature of its contribution to the project
  • Written confirmation from collaborators, if applicable
  • Press kit (5-page limit)
  • Curriculum vitae (maximum 3 pages) of participating artists and main collaborators (if applicable)
