Arts and Literature of the Bas-Saint-Laurent region – Territorial Partnership (Mobility)

DESCRIPTION

With a common desire to support artistic creation and its dissemination to the community, the Regional County Municipality (RCM) of Kamouraska, the Matanie RCM, the Matapédia RCM, the Mitis RCM, the Basques RCM, the Rimouski-Neigette RCM, the Rivière-du-Loup RCM, the Témiscouata RCM, the Ville de la Pocatière, the City of Matane, the City of Mont-Joli, the City of Rimouski, the Conseil de la culture du Bas-Saint-Laurent, the Collectif régional de développement du Bas-Saint-Laurent and the Conseil des arts et des lettres du Québec (Conseil) have signed an agreement to support projects that formally involve partnership initiatives on the Bas-Saint-Laurent territory. This agreement is intended to implement the Mobility Support component.

Projects submitted must formally involve partnership initiatives with the community or local stakeholders, and must meet at least one of the following objectives:

  • Encourage creative residencies in organizations supported by the Council
  • Encourage artistic or financial co-production projects

CRITERIA

  • Applicants must:
    • Be a not-for-profit organization headquartered in a regional county municipality or municipality targeted by the program
    • Have already been supported by another CALQ program, in the case of a residency
    • Applicants can submit only one application for a regional program per deadline
    • An organization with core funding from CALQ may not submit a new application to any program if its fiscal year is four months old and the grant utilization report, including financial statements, has not been received and approved by the Board
    • Regardless of the program or section, an application cannot be made if a funded project has been completed for three months or longer and a report on the use of the grant has yet to be received and approved by CALQ
    • Maximum of eight concurrent projects with CALQ per year
    • An applicant cannot present a project that has already been reviewed and rejected in the same fiscal year unless it has been significantly altered
  • Ineligibility:
    • Organizations receiving funding from the Ministry of Culture and Communications or SODEC
    • Organizations dedicated to teaching, education, or professional training
    • A project already finished by the program’s deadline
    • Incomplete applications
  • Eligible projects include:
    • Residency projects for an organization, company or artist in residence to create or produce a new work, whether or not it is intended for dissemination; residency projects may include workshops, animation and audience development activities
    • Artistic or financial co-production projects of a work

EXPENSES

  • Artists’ fees and rights
  • Professional fees for contractors, collaborators, consultants, technicians and any other specialists who may contribute occasional expertise to the project
  • Travel expenses
  • Accommodation costs (hotel and meals)
  • Expenses related to outreach and dissemination activities, including promotional and advertising costs
  • Equipment rental
  • Equipment transportation costs

The purchase of specialized equipment is eligible only if it is necessary for the project and cannot be rented, or if the purchase cost would be less than the rental cost. Supporting documentation must be provided.

Only costs incurred from the start of a project are considered eligible.

  • Copies of the organization’s letters patent and general regulations in case of recent changes or a new applicant
  • Copies of recent financial statements
  • Balance sheet for the most recent year of activity
  • Itemized budget
  • Detailed project schedule
  • Written confirmation from partners, identifying the nature of their contribution to the project
  • Written confirmation from collaborators, if applicable
  • Press kit
  • Curriculum vitae of the participating artists and their main collaborators (if applicable)
