DESCRIPTION

Access to cultural life is limited due to a variety of barriers for some individuals, communities and population groups. These barriers arise from a number of health, social, economic, environmental and ethno-cultural factors and are related to living conditions, social or health problems, disability, living environment, territory and marginalization as a result of belonging to a minority.

This program intervenes when these factors, alone or in combination, result in inequity in access to and participation in cultural and social life. In order to improve access and participation, community cultural action organizations develop a wide range of inclusive practices, creating new citizen spaces and intervention tools to mitigate these barriers.

The goal of the program is to provide financial support that contributes to the mission of these organizations, whose practices:

  • Support cultural action adapted to the needs of individuals and groups who encounter barriers and limited access to cultural and social life
  • Are closed to communities and living environments
  • Allow for action on social issues and contribute to the sustainable development of society

CRITERIA

Section 1: General

The program is intended for non-profit organizations :

  • That have their headquarters and carry out the majority of their activities in Quebec
  • Whose main activities fall within one of the intervention sectors under the Ministry’s jurisdiction (Appendix IV)
  • That have fulfilled, where applicable, their commitments to the Ministère when a previous grant was awarded

Specific conditions
To be admitted, applicants also must:

  • Have been in operation for at least 3 years
  • Have developed, for at least 3 years, cultural practices and activities of community action that are adapted to or that act on social problems and that contribute to the sustainable development of society
  • Have their mission and actions directed primarily at individuals, communities or groups targeted because of the obstacles they encounter in their participation in cultural and social life
  • Propose cultural activities carried out by artists or cultural workers or, in the case of Indigenous artists and cultural workers, recognized in their community (Appendix III)
  • Meet the 4 criteria for identifying community action organizations:
    • Be a non-profit organization
    • Be rooted in the community
    • Maintain a democratic and associative life,
    • Be free to determine its mission, approaches, practices and orientations.

Section 2: Indigenous
The Indigenous component of the program is intended for organizations :

  • Indigenous , attached to one of the communities of the 11 Indigenous nations recognized by the National Assembly of Quebec and that serve an Aboriginal population (Appendix III)
  • Indigenous , non-profit, located outside the community and serving mainly an Indigenous population (Appendix III)
  • Non-natives, non-profit, present in an Indigenous environment, located in or outside the community and who mainly serve an Indigenous population (Appendix III)
  • Have their headquarters and carry out the majority of their activities in Quebec
  • Have a mission in the field of Indigenous community action
  • Carry out their main activities in one of the intervention sectors of the Ministry (Appendix IV)
  • Have fulfilled, if applicable, their commitments to the Department when a previous grant was awarded.

Specific conditions
To be admitted, applicants also must:

  • Have been in operation for at least 3 years
  • Have developed, for at least 3 years, cultural practices and activities of community action adapted to Indigenous cultures, which act on social problems or which contribute to the vitality of Indigenous cultures and which contribute to the sustainable development of society
  • Have as their mission and actions those that are primarily aimed at targeted Indigenous individuals, communities or groups because of the barriers they face in participating in cultural and social life or because of their contribution to the vitality of Indigenous cultures
  • Propose cultural activities led by artists or cultural workers or, in the case of Aboriginal artists and cultural workers, recognized in their community (Appendix III)
  • Respect the spirit of the 4 criteria for identifying community action organizations (Appendix II) and, in the case of organizations operating in an Indigenous community, take into account the particularities of the Indigenous mode of governance:
    • Be a non-profit organization,
    • Be rooted in the community
    • Maintain a democratic and associative life,
    • Be free to determine its mission, approaches, practices and orientations.

EXPENSES

  • Labour costs (including benefits)
  • Equipment or space rental costs
  • Material or equipment purchase costs
  • Study and consulting costs
  • Subcontracting costs
  • Costs associated with the organization’s core business, ongoing operations and related activities
  • Costs associated with representation and promotion
  • Costs associated with communications
  • Information technology and digital management costs (website, social media, etc.)
  • Travel expenses
  • Administration costs (maximum of 15% of total eligible expenses)

All expenses not directly related to the organization’s mission are not eligible, including

  • Fines and legal fees, costs related to convictions
  • Fees for civil or criminal offences
  • Expenses that qualify for a refundable tax credit from Quebec
  • The refundable portion of the Goods and Services Tax (GST) and Quebec Sales Tax (QST)

  • Annual or multi-year financial plan, as the case may be, for the accomplishment of its mission and the realization of its action plan
  • List of the board of directors, their roles and their municipalities of residence
  • Description of organizational structure
  • Number of employees and their job category (executive, management, professional, technical and support staff)
  • Number of volunteers contributing to its activities and the number of hours they work (if applicable)
  • Most recent activity report approved at the annual general meeting
  • Most recent financial statements, duly adopted by resolution of the Board of Directors
  • Environmental management guidelines, if any (Appendix III)
  • Resolution adopted by its competent authorities on the application for financial assistance and the agent
  • Any relevant information to support its application.

Land Acknowledgement

ELAN is an official minority language organization within a country that recognizes two languages as official. ELAN is located in Tiohtià:ke, the original name for Montreal in Kanien’kéha, the language of the Mohawk—also known as Mooniyang, which is the Anishinaabeg name given to the city by the Algonquin. While we are based in this city, our projects have also taken place in many regions across Quebec.

We acknowledge the colonial origin of English and French in Canada, and recognize that both languages benefit from official status throughout the land. The province that we know as Quebec is an amalgamation of the traditional territories of the Innu and Inuit nations, Algonquian nations, as well as the Mohawk nations of the Haudenosaunee Confederacy. Kanien’kéha and Anishinaabemowin are but two of the original languages of this province; Atikamekw, Cree, Inuktitut, and Innu-aimun are also among the many Indigenous languages spoken across Quebec as majority languages, all well before French and English.

ELAN acknowledges the important work being done by First Nations, Inuit and Métis peoples to revive the traditional languages of these territories, and their advocacy for the official status of Indigenous languages.
