DESCRIPTION

The particularly difficult context in which emerging artists have been evolving for the past few years has led the Council to call on the various artistic milieus to take concerted and lasting action to facilitate the integration of emerging artists into the professional milieu and to ensure the vitality of all disciplines.

Depending on the nature of the project and its results, funding could be renewed annually.

The projects submitted must meet the following objectives:

  • Promote the professional integration of emerging artists
  • Contribute to a sustained increase in the presentation of emerging artists’ work
  • Facilitate the public’s encounter with emerging artists’ works in several regions of Quebec
  • Promote the pooling of resources, consultation and collaboration between organizations in order to increase the number of emerging works in programming
  • Allow for the development and transfer of knowledge regarding the presentation of works by emerging artists

The Council expects that the implementation of the selected projects will ensure, for at least five years, a real growth in the number of emerging artists or the number of works by emerging artists in the programming. To this end, the application must include quantifiable objectives, for example, by demonstrating an increase in the number of presenters involved or in the number of works presented.

Open to: Professional artist associations, Presenters, National and international events, Creative and/or production organizations, Service organizations, Organizations for production assistance, Cultural periodicals, National associations

 

To be eligible, the applicant must meet the general conditions and eligibility rules of this program:

  • The applicant may not submit more than one project under this call for proposals
  • The application must be supported by letters of commitment from partners
  • The project must be outside the organization’s regular activities

The rules listed below apply to all Council programs as well as to this call for proposals:

  • A mission-supported organization may not reapply to any program if its fiscal year is four months old and the grant utilization report, including financial statements, has not been received and approved by the Council
  • Regardless of the program or component, no application can be submitted if a supported project is three months overdue and the grant utilization report has not been received and approved. The official project completion date is determined by the applicant at the time of application. If there is a change, the applicant must notify the Council immediately.
  • An applicant may not have more than eight projects under review, supported, in progress, or completed within the last three months for which a report has not been submitted and approved.

Land Acknowledgement

ELAN is an official minority language organization within a country that recognizes two languages as official. ELAN is located in Tiohtià:ke, the original name for Montreal in Kanien’kéha, the language of the Mohawk—also known as Mooniyang, which is the Anishinaabeg name given to the city by the Algonquin. While we are based in this city, our projects have also taken place in many regions across Quebec.

We acknowledge the colonial origin of English and French in Canada, and recognize that both languages benefit from official status throughout the land. The province that we know as Quebec is an amalgamation of the traditional territories of the Innu and Inuit nations, Algonquian nations, as well as the Mohawk nations of the Haudenosaunee Confederacy. Kanien’kéha and Anishinaabemowin are but two of the original languages of this province; Atikamekw, Cree, Inuktitut, and Innu-aimun are also among the many Indigenous languages spoken across Quebec as majority languages, all well before French and English.

ELAN acknowledges the important work being done by First Nations, Inuit and Métis peoples to revive the traditional languages of these territories, and their advocacy for the official status of Indigenous languages.
