Support for Promotion and Dissemination – Section 1A: Annual Support to Companies

DESCRIPTION

This program aims to meet the needs in development, consolidation, and adaptation of companies and organizations working in the Quebec film industry in a context of changing offer, supply, promotion, and distribution of films. It also aims to stimulate revenues from the distribution of local and international films that are not widely presented as well as promoting the competitiveness of Quebec companies distributing and presenting Quebec cinema in national markets.

Section 1 allows for the implementation of activities that promote and distribute Quebec films, both traditional and digital, at the national and/or local level, during the different stages of production. Likewise, to promote audience-building activities at the local and national level.

CRITERIA

To be eligible for financial support, companies must meet the following specific conditions.

  • Distributors:
    • Operate a distribution company focused primarily on feature-length films and hold a general distributor license in Quebec
    • Have been in business for at least three years or demonstrate relevant professional experience for management or staff
    • Have earned gross income in distribution (gross sales) of at least $100,000 on average per year over the past three years for Quebec feature-length fiction films OR $50,000 on average per year over the past three years for Quebec feature-length documentary films
    • Have distributed a minimum of three Quebec feature-length films over the past three years
    • Have conducted digital-discoverability activities for each Quebec film for which revenue has been earned over the past three years
  • Commercial promoters:
    • Operate one or more commercial cinemas, whether or not they are part of a chain, or operate a drive-in theatre, which are wholly owned by Quebec interests and whose activities relate mainly to film distribution
    • Have been in business for at least two years or demonstrate relevant professional experience
    • Have earned, over the past year, at least $20,000 in gross box-office receipts from Quebec films
    • Have a screening rate for Quebec fiction and documentary feature length films5 of at least 10% of all fiction and documentary feature-length film screenings
    • Broadcasting and programming organizations:
    • Have the mission of raising awareness and promoting a cinematographic offer to the Quebec public that is different from that of the commercial network
    • Have been in business for at least two years or demonstrate relevant professional experience
    • Have an average screening rate, calculated over the applicant’s last three completed fiscal years, of at least 35% screenings of Quebec feature-length films out of all the feature-length films shown
    • Have screened an average of at least eight Quebec feature-length films over the last three fiscal years

EXPENSES

  • Expenses for the design, production, and delivery of promotional material
  • Ad-placement expenses
  • Fees related to the development and implementation of promotional strategies
  • Expenses for developing and implementing a platform-launch strategy
  • Expenses for premieres, launches, or special screenings
  • Expenses for regional promotional tours (e.g., travel expenses, per diems, venue rentals, transportation of promotional material)
  • Promotional expenses for collective projects
  • Salaries related to promotional activities
  • Salaries or external fees related to discoverability
  • Music-licencing fees for musical exploitation of promotional material (trailers, teasers, clips, etc.)
  • Guaranteed minimum (cash only)
  • Expenses for technological upgrades, creation of databases, IT management system for rights or sales monitoring
  • Expenses for market intelligence activities (studies, tests, surveys, focus groups, others) related to the audience for Quebec cinema
  • Expenses related to the development of teaching guides
  • Screening expenses (e.g., distribution rights, expenses for transportation of promotional and screening materials, projectionist fees, educational tools)
  • Expenses for artistic or screening-related guests (e.g., travel, lodging, per diems, fees) Venue rental expenses
  • Laboratory (e.g., duplication costs: costs of copies intended for presentation, DCP, KDM; dubbing and subtitling costs in French, if not covered by the production)
  • Expenses for digitizing and putting Quebec films online, new releases and repertory cinema
  • Copy delivery
  • Salaries and fees related to the programming of cinematographic presentation activities
  • Venue rental expenses
  • Distribution rights
